That's one of the [what I'll call] Recon skulls. I found them on every map. Holding them throughout the map will usually give you a Spartan Laser and an Energy Sword. like with the one located on Cortana My guess is that they were removed from the game but left in like the engineers or flood juggernauts without the modding.
