I think you're referring to the Qilin, which signify the identity or presence of a King. The Dragon was never a "servant" of anyone. Not even the Emperor. Rather, the emperor was merely associated with it, symbolically, since it is the most majestic and heavenly creature. Depending on the particular myth, Dragons could be subjects of the Taoist and folk deity the Jade Emperor, or they were lords with no higher boss other than the Chinese God, or simply a majestic creature.

thanks Gariadara, I mostly study Western Dragon lore, the only other recent aisan lung lore i was reading about was about the 4 mythical dragon kings
