The red thing is the auto-targeting system only available on the PS2 and Xbox versions. It was removed in the PC version because mouse aiming made it unnecessary.

Actually, there is auto targeting, but you need to change to Classic Controls or something like that

Simple. Kill the guards until it says "Find the switch to the Boat." If not, the game probably glitched. Reset it and try again.
