Yes it is partially a Tornado, but it should be classified as a water spout once it crossed water. I was in a boat headed down cruise ship lane when this thing hit. It was pretty freaky not knowing which way it was going to go.

It's technically not a tornado until the funnel cloud touches the ground.

Wrong. Just because there's no visible condensation funnel stretching all the way to the ground doesn't mean the circulation of air forming the tornado isn't fully developed and tearing the crap out of stuff on the ground. That's why chasers/spotters watch for circulation on the ground below a condensation funnel (as he is doing in the early part of the video) that doesn't stretch all the way to the ground.

During much of its lifetime, mostly caught on film, the condensation funnel comes and goes, but the circulation on the ground remains potent.

I was in Miami nine months after this happened (in February of '98). My brother was living in Fort Lauderdale at the time. There were no tornadoes there at the time, but there were some up in Central Florida near Orlando, and they missed Miami; thank God for that.
