Yea you cant land ON him you have to land right behind him and get an assasination not a beat down, if you fall on him then you won't die from the fall it wouldve killed him though.
This was such a bitch to get for more. Never actually counted it. Then I started getting used to switching to my pistol at spawn to cock it and suddenly everything I do in Halo I do better. Thats how I got this achievement. Guess the motion of cocking the gun helps me.
There are points in the map there, where you can jump like nothing, and you don't die. I have it on my Xbox, if you wish for proof.
The assassination must add more speed to your fall, as if you do it from the side, it will slow your fall because your force suddenly moves it's direction.

This is one of those achievements where you can do it right a bunch of times but until you get it just perfect where you dont touch anything, or something, it wont work...personally, I just grinded at it for...about a half hour before it happened, so I never had that frustration that others are having.
Landing on the elite's head for a split second probably counted as hitting the ground. In the last one you got the timing perfect, so didn't touch anything. Voila, Achieveable. (:

you were landing on him before you assassinated him...but for some reason you have to assassinate him before you land

The thing is that the fall MUST BE FATAL.
