Yes, 2000 is still part of 1990s, since it's the last, 10th year of the decade, and both 2000 and 10 end in a zero. The 1st year of the 2000s decade also begins with 1, 2001. So the decade is 2001-2010. It's just simple mathematic.

Years are named on an ordinal number basis. The year 1AD was the 1st year of Our Lord - before he turned 1 yr old. The year 2000AD was the 2000th year of Our Lord, therefore the end of the old millenium, not the beginning of the new one. Thus, the year 2010 has to be ten years after that, and therefore the end of the first decade of the new Millenium which started in 2001. Mathematically, it's that simple. But romantically and aesthetically it's not as popular as the '2000=new' misconception.

I think what the people think about decades is those years that have the same tens places, that's why they call 2000 to 2009 the 2000s, which is for convenience's sake.
