I'd have to disagree with you in the case of PAC. I suggest you check out some of his performences from PWG over the past year. GIANT-Size Annual #4, All Star Weekend V (both nights), or the DDT4 Tournament (night 2 in particular). Great stuff.
Jack Evans might be more ideal for your argument, but he has been steadily improving since his recent Dragon Gate tour.
I'm curious, but how many of PAC's matches have you seen? He truly is an extremely adept technical wrestler (in addition to being what many are calling the best high-flyer ever). His matches with Kaz Hayashi, CIMA, El Generico, Kevin Steen, etc... are all MOTYC contenders, and his technical prowess is one of the key reasons for that.
