Until very recently in history, the year was divided into 13 months of 4 weeks each for a total of 28 days apiece (much better than today's division). The 13 month was the final month of the year and was the time of winter solstice-christmas-longest night of the year. It was at this time that the world died and was reborn each year. This was common belief in many ancient cultures.

How many months the years was divided into depends on the culture.  The Roman Empire divided the year into 10 months with December (Dec meaning 10) as the last month. The additional 2 months were named after roman Emperors. Augustus Ceasar (August) and Julius Seasar (July).

A 13 month year would be much more sensible for the reasons you state. However, you are simply wrong, the roman empire had a year of 10 months then added 2 to honour Emperors.
