My guess is that it is programmed not to fly higher than a certain height. I would guess that the rangefinder would reduce throttle when it got to that height.
Of course I don't really know. That's just my guess.
My guess is that he has a height setpoint programmed into it. The PID control loop attempts to maintain flight at that setpoint based on height feedback from the ultrasonic sensor.

there's a throttle which allows you to go up, down, or hover.

not that much at all...just the helicopter (200$), range sensor (40$), PIC micro-controller (40$), some wires, resistors, capacitors..etc
