well, the still at 0:44 has been already actualized in St. Pete. it's a huge shopping mall in downtown called Gallery, just 10 minutes walk from the place I live.

@45petrus Money is there but there is no need, it's not Russia's silicone city or Eastern Market area. It's very historic city which is known for it's aristocracy, it's hard to get rights to build sky scrappers and new buildings... preservation of scenery ect. For example the new skyscraper project was delayed and location moved away from city sky line area. Money is there only if profit is to be made.
