What I mean is Chomsky's response would likely begin with him asking you what you mean when you use the term in an abstract sense. Chomsky seems by and large opposed to American foreign policy. "radical islam" is a pretty wide tterm. if you consider the taliban "radical islam", then a report came out not too long ago saying that major contractors in afghanistan are actually paying the taliban off hefty amounts for "protection." the money for these contracts comes from the west. so, in one way, yes.
if you want to take it to mean, does the us/israel collude with foreign actors in internal terrorist attacks like 9-11, he's on the record as disputing this claim. i would agree.

My understanding was that Hamas was encouraged by Mosad, the Israeli intelligence service because it was an opposition to the PLO and Fatah.
It grew out of the social projects which were providing food in the name of Islam.
Israel hit the left and PLO, Hamas was able to take it's place, thus it killed the peace process and was able to point to radical Islam as the reason.
Same in Iran and Iraq, the opposition they really fear is left secularism as this radicalises their own populations.
