WEC wasn't disbanded. It was bought out by Zuffa, but they're using it to test the waters with lighter weight divisions (if they get enough fighters at feather and bantam, we could see the divisions introduced to the UFC).

It's also a great way to test out talent and see if fighters have what it takes to compete in the UFC.

And finally, it's a way to give back to the fans. The free events that the WEC puts on are generally pretty good.
