the name reminds me of someone who has had one too many alchoholic cocktails and now their face is hitting the asphalt. the clarinet solo @1:46 reminds me of that same guy wolf whistling at all the chicks at the bar but he looks like a total jackass while doing it. and so, after unsucessfully hitting on chicks, he drives home drunk and almost crashes into stuff. oh and the mafia @ 3:30 demands their money from him and starts trying to kill him.

I saw him speak about this piece when he worked with the Oklahoma state Wind Ensemble. He said the inspiration for this piece was from all of the rush and craziness of life when he lived in New York City and yes described it as sort of a crazy taxi ride.
