I agree that littering is not down to race or religion. I am a white male and I always put rubbish in the bin or keep it on me until I get home if I can't see a bin at the time. I have a Sikh friend who always throws litter on the floor though, everytime I go town with him, if he has litter he will throw it on the floor and I will have to pick it up and put it in the bin for him because he is an idiot to be honest lol. I've had a go at him for it many times.
What a brilliant idea. So encouraging to see the public fearlessly taking control when the council don't. I live in Coventry and in desparation have often gone out with a bin liner myself to pick up the crap. I wish I could donate my council tax to YOU.

Our time is donated on a voluntary basis and is manageable for us as we are all residents who live in the area.
Yes Litter is an issue everywhere to some degree or another. But in St Peters it is endemic and excessive.
We concentrate on litter as although a low level issue it has a knock on effect as a signal crime that creates an environment where more serious crimes flourish.

Some of the worst littering in the wider city of Leicester is done by Friday night bar and club users with their fast junk food and associated litter.
That group in Leicester is predominantly indigenous, Christian and white.

I literally live less than a minute away from the library and i understand there is a litter problem in some pockets of the area but to shame another persons via spy-cam, like this, publicly, is the wrong thing to do. Who doesnt drop litter these days? Im not saying its right to do it but i dont agree with the methods. Im sure there must be another way around it.

You asked "who don't drop litter these days". The answer to this question is actually quite a few people don't. In fact it is not just a few but the vaste majority who don't drop litter these days.
The minority however, that does drop litter is sizeable and that spoils the neighbourhood for those who do show regard and understand the reasons not to do so.
We also tried approaching some we spotted littering.
The response was usually quite suprsing just how much back chat and abuse people would use to defend their perceived right to litter.
For decades local authorities have tried every method thinkable under the sun till there was almost nothing new to try to get people to use litter bins.
They educated... they pleaded... they threatened and nothing worked.
Along came our method and 90% of the littering stopped and stayed stopped.
Despite understanding the effort, I really cannot rate a "lifeform" who obviously constantly videotapes his surrounding any higher than those littering fellas.
The cameraman cannot be much farther away than the always mentioned litter bin, so why not go over and complain to them directly, maybe even get them to clean up their act ?
It must cost even more millions in health care if that mental condition is someday to meet any treatment!
I still make the claim that "more monitoring" is not the solution to that problem.
I couln't feel less "at home" on a street where at least 3 "offical" (and, obviously, sometimes another private) camera are looking at me, and I couldn't care less about any litter there.
Take the origin of that litter for a start: shacks/machines, selling junkfood wrapped in multiple layers of plastic and stuff ...
Try to be more like a island of humans , not DNA-databases and 24/7 CCTV and "Blockwart"s ?
Since the press and media campaign this week, the streets have got remarkably clean and the litter louts have begun to email in with a view to paying their fines and having the video's removed.
A fact we will also publicise which in turn will deter others

There are basically 2 strategies: invite people to the street, say "See, it's yours. Enjoy, but care about it." and this "Fear me! I see everything. Don't ever even think about messing around with MY street. "- approach.
litter scum,these should be fined 500 pounds and made to do 100 hours of litter cleaning on the weekends that just might make them think the next time these sewer rats throw there rubbish on the floor,it cost millions every year for councils to clean up after lowlifes dump the crap everywhere,name and shame these asap,g8t vid lets see more.

Many people do look at this and wonder if there is a better way to deal with the issue.
In fact we ourselves wondered this as long ago as 2 yrs ago when neighbourhood management was formed.
For 2 yrs ST PETERS NM and its successor neighbourhood monitoring explored and tried different options.
One option we tried was to get LCC to put more litter bins in key litter blighted walkways.
But we watched as too many people ignored them and littered next to them even.

We are actually quite a distance away.
I should tell you that for almost 2 yrs we tried a softer approach which involve precisly the strategy you advocate.
It was nearly always met with abuse, back chat and threats.
Worst of all some just laugh in your face and walk off.
So ultimatly... the gloves have to come off and the marquis of queensbury rules were thrown aside.
