This had to have been primarily a Harrison composition - the Wilburys originally got together to record this as a B-side to a Harrison single, but decided to do an album because it was so good. I doubt he'd waste their time on a b-side he hadn't written yet.
Haven´t found out who wrote this, but just listening to those descending arpeggios it must had been Harrison...very similar to Cream´s "Badge" riff...I don´t know what it is about them but makes one feel nostalgic. Great song.
@TheSRalston this totally feels like a mashup of harrison, orbison and petty riffs...The main rhythm guitar sound is totally "You Got It" orbison style, the progression is totally harrison esque, but the deliberate rhythms and timing feel like a Petty thing... collaborative effort!
