The part about the testosterone is correct but when a young kid does body building his body has to concentrate all of it's "power" (sorry I'm not a native English speaker so my vocabulary is lacking) into making the muscles strong and that makes the kid less tall than he should have been.

You can see it in a lot of weight lifting competitions, where most of the competitors are really short.
