Very few police officers are female, but female officers are a neccesity as much as male ones are. Reason? Because the police are routinely involved with women and children as well and a relatively low percentage of police work is actually that physical.

The male cop should have said, "I'm not trying to cuff you, just wanna do a quick pat down for weapons for my safety" BEFORE he grabbed his hands. The guy freaked cause he thought he was getting cuffed without any explanation. Notice the cop, in recounting the event to the suspect and the supervisor, implied that he told the suspect he was just trying to do a pat down before the guy spun, however the cop did not actually clarify this before touching the suspect.

It appears that the officer was about to conduct a pat down search for weapons given that the male initally placed his hands inside his pants. Obviously the male complied, however he spun and was taken to the ground. The man did state he was exicted and was apologetic. No issues, this was a call for service. The officers did not just randomly harass. So he was taken into custody. This happens everytime, everywhere and in every city.

Only in your mind was none of it correct. 'Frisk' is only a slang term for 'search', quotas are used by nearly every law enforcement agency and matching a description is not the same as being the offender. They fucked up and made a show of it, end of story.

You are correct finally, "matching a description" is not the same as being the offender, but reasonable suspicion is all that is required for the stop of a person and considering the description and location of the individual it was more than reasonable to believe he was the "offender." You are still like 1 for 6.
