While you may be right in that the US involvement in wars would have been quite small were it not for the funding of the Fed, the rise of Communism in Russia was due to the aristocracy/monarchy there, not due to any federal bank. It would've happened regardless. The cold war, on the other hand, wouldn't, and its plausible that the USSR and the USA could've been on talking terms, maybe even allies.
