Here's what I kinda see going on:

Chibi Miku and Len are taking an entrance exam to some sort of Vocaloid school. The Miku behind the desk is the teacher giving the evaluation.

Mama Miku is there to sing for the kids to help them out and Mama Rin is watching/showing her support from the window.

P-Man is Chibi Miku's good luck charm and she's unable to perform without it. (Hence Mama's irritation at having to haul it in there.)
