In my town, a reflex vest is not required and we can ride bikes on other than a "cycle" road. I don't believe for a second that that would be the reason they stopped her. This is why they consider layoffs for police. More local police need to interact with the citizens to get an awareness of what is going on in the community. For every police car on the street it prevents the municipality from hiring 4 police officers. This also has an impact on raises and promotions. Battles and wars are not fought and won from a tank turret alone. We need more professional police to fight crime ... not wannabes who see citizens from inside a car with an adversarial attitude.
