Littering is the problem. I once called the police with a license number of a person who dumped their cigaret butts on the road. They said that the police had to see it happen. A few public whippings would get peoples attention better than charging EVERYONE a nickel/bag because some litter.
@oilhammer04 Excellent point. When I forget to take my canvas bags into the store, and end up with 5 or 6 plastic bags, they get folded and placed in a kitchen drawer to use as lunch bags and/or get eventually recycled. I'm in Bowie, so single stream recycling makes that easy.
People's mindsets need to be changed--and you do that by showing them directly how tossing plastic bags in the trash affects their environement and eventually their health.

These same people probably throw used batteries in the trash--they may as well just put them in their glasses before they fill them with water.
