Stop protecting the trains from painters. They are doing the city a favor. As long as they use the good quality paint that will last a long time then let them paint to their heart's content.

City would stop paying to "repair" the paint on the cars, stop paying for the fences and tagger patrols.

But, it has to be art. Any gang signs need to be prosecuted. Put up video cameras and take down the fences. Everyone that paints, wave to the cameras and smile. Anyone that doesn't, slap the cuffs on.
