When was the last time ANY W. European country was attacked? I don't think there've been any since WWII, despite the fact that its only France and Britain who have nukes. And we're no longer in the cold war. Deterrence has no effect against suicide bomber mentality. Actually, I've made a mistake. The Falkland Islands have been invaded, in 1982. But the nuclear "deterrent" didn't stop them. And you call it a deterrent; the NATO report says that a first strike nuking is on the cards.
