Because this is Dua Qunuut it is done during the prayer, and hence they do it standing up.

Regardless of what you're. Just because you're Hanafi doesn't mean you should refrain from certain acts of Sunnah. We know from authentic Hadeeths that Prophet SAW used to do Dua Qunuut. Not all the time ofcourse.

It is done during Witr prayer after Ruku. When you're praying alone you don't have to do it, but witr prayer in Jaama usually has Dua Qunuut.
