You must know the right frequencies in use by your county. You cannot listen in without programming those frequencies in your scanner. And also check your house if radiowaves could pass through through, as signals might be attenuated by metal railings, Aluminum doors and windows, etc. Better yet, get outdoors to listen in.
Try using a frequency database. Some infos could be found on magazines such as Monitoring Times, or CQ Amateur Radio. Choose frequencies that is in use in your area.
