I see that this has yet to have an entry in the PC Engine Software Bible. This looks like a pretty decent game, but the music's not that great. From what I can estimate, this was a Super CD-ROM2 game.
What you see is pretty much all there is. It's a simple time/score attack made especially for one of the Summer Carnival events and not a complete game. What is there is pretty great though.

I saw that Nintega mentioned that in his comment (which I can always expect him to comment on the shooter videos) It's like Treasure Master, since that game was designed for a contest, in a sense, then. I guess this game also didn't have an ending. I wonder how much time there is, and if there are ordered stages?
Two stage types, and yet so many music tracks. They must be catagorized by the difficulty of the stages. So, if the level is not beaten within the time limit, the game is over, and if the reverse happens, the player can move on to the next stage, and can keep going until all lives are lost or does not complete a stage within the time limit. You're very lucky to obtain a copy of this game, I'll bet.
still prefer Recca. much more fast and intense...

There are 2 stage types, depending on which mode you select. I believe it's around 2-3 minutes you get per stage only.
