This is MUGEN. It's supposed to be an acronym for something, but noone (including the developers) apparently knows what it stands for. Mugen means unlimited in japanese. Anyways, Mugen is... well, it's not really an engine, and it's more than just a customzieable game... i guess you could say it's something like a template for Beat 'em up-style games.
