It's about the song; not the artist(see the comment above mine). I saw PE live 1.5 year ago; since then I'm a full fan of PE; what a concert!
About Rap groups; I'm actually more into West Coast Hip Hop(especially Ice Cube); but still; you can't get around PE or Eric B & Rakim and BDP; like you said.

I'm pretty much a rock/underground guy, but PE is one of the hardest bunch of mother fuckers regardless of any genre. They're not hip hop to me; they're industrial funk.

No not the best, but one of the best, they have a hella lot very good songs, hip-hop classics>> Fight the Power, Bring the Noise, Welcome to the Terrordome etc.
