The only country which made noticeable difference was China, and that's because they went against Washington Consensus or market liberalisation or Reaganomics. This can be easily verifiable by the amount of peer review articles/papers written by muslim scientists. It's absurdly small. A country like Spain has a bigger scientific output than all of the arab countries combined.
