It's obviously impossible to know exactly how it was told over but if the grand jury report is correct it's a pretty heinous thing to know about and not act on more forcefully. The fact that Sandusky was also allowed to continue running his camp and be in close contact with the boys without Joe Pa's or anyone else's objection is even more egregious.

He didn't know exactly what was happening. He just heard that there was "inappropriate conduct" in the showers. Rather than risk a friendship (he had no idea Sandusky was like this) and soil the programs name over something HE DID NOT SEE HIMSELF would not be intelligent. So, he sends the info he recieves to the AD, and nothing else can be asked of him.

You also have to realize that 2002 wasn't the first incident, this started in 1998 which lead to the surprising and abrupt resignation of Sandusky as def coordinator. Joe Pa was clearly complicit in the systematic cover up and to continue to allow Sandusky to operate his youth program with the knowledge of the 1998 and 2002 incidents is unconscionable.
