To my understanding I dont think the noise restrictions apply for government buildings. I work in a state office and we have horn strobes in our entire complex even in the offices. Hospitals and nursing homes do have noise restrictions. And some school systems I believe Elementary schools have noise restrictions. And I suspect Baltimore County is now days one of them.

But I did once see a Youtube video of a fire alarm test in a hospital and the hospital had Chime strobes except in the boiler room and the boiler room had horn/strobes. Yep, all you need is a power supply (sometimes an old computer power supply would work. Fire alarms are not that hard to wire. Some are pretty loudthough. You have a wire form your power supply to your pull station, pull station to alarm, alarm to next alarm,, to next alarm, to smoke detector and so on. The wire starts at the power source and goes from device to device. You can use standard speaker wire from a hardware store. I use copper wire, watch some of my vids, its in there.
Probably a horn/strobe in the main living place, a strobe in the bathtroom, and maybe chimes in the bedrooms. it's pretty much whatever you want. Anything will work, as long as it has power and initiating devices (eg. smoke detectors, heat detectors, etc. A panel is not required, but if you want one, look on ebay. A panel helps code the system into code three or continous horn. It also silences the alarm and resets the system. Contact me if you need anymore help. Hope this helps too.
And for this one, can you change the sound or did u have to buy this one like this and how loud would u think this is like a regular smoke alarm??? and so u need a strobe/light, a wire to the pull station and then what???
