Actually It's not TNA's fault. Jeff Jarret is in change alot with others on booking the PPV matches and outcomes.

During the same day of Victory Road, Jeff Jarret was suspended from TNA, he won't be on TV which means all of the plans he had for Victory Road was deleted and they had to come up with something else instead, which is the reason why the PPV was awful.
