@NanaPuppyLove the matter of opinion is the bar the characters are measured against. Performance wise, its pretty even, though on sheer screen presence it goes to Tennant. However in Doctor Who the only bar that really matters is how well the actor places in the 48 year legacy of the show. And Smith's Doctor is The Doctor. Though the credit does fall to Moffat as well for knowing how to write the character and picking directors who can direct Smith into his legacy upholding performance.
