no, the terran marine was copied from DoW, Warhammer 40K has been around since the 70's, and Spac Marines were the first design. DoW is based around the tabletop game warhammer 40000 thus they look like the miniatures in the tabletop game, designed in the 70's, although adapted over time. If anyone copied, it was the terran marine that is a copy.
