Because a majority of people who play music can't necessarily read sheet music, less write there own.

"A majority" seems like an overstatement, being able to read notes is pretty important when playing an instrument, though I can kinda grasp the concept of "ear-to-key" concept

The importance really depends on the atmosphere where you play music, if you play in an orchestra then yes it's everything to be able to read music. But if you are playing for fun or in a rock band or something equivalent; not being able to read/write music isn't going to change the way you play. Some people just have different talents, like myself, although I can read music I can learn a song a lot easier by hearing but some people are the other way around.

For covers of alot of songs, you can't write sheet music due to the composers copyright thats probably the reason.
