Trust me i have been playing drums for 20 years it doesn't matter how the drum is tuned. It is all in your stroke. How you hit the drum and it is quite apparent here. Sometimes in this piece he is doing a thing called "accepting the rebound" or he is so focused on the groove and the rhythm it looks like he is kicking the living shit out of that snare. His cymbals look like he is really hitting them hard. When they actually are tighten down so he can play them to compensate for his light stroke

But it seems like he uses such a small snare to get that "pop" out of it so he doesn't have to worry about tuning a bigger size snare to get that same sound (like many other metal drummers do). i'm no rookie to the drums myself, so I could tell you that he could be way into the rhythm, but regardless, he's still kicking the crap out of that snare head = my original point.

It has to do with his whole kit from what i can tell. Just how he has everything the snare just got that spot of being tuned high. Snare drums always sound little lower then they actually are miked. I have heard his snare during a soundcheck and he really cranks the hell out of that thing. It is a 12 inch snare to begin with like you said very small. Probably cuz he gets a certain "pop" from that drum that he just likes.
