Haha.

1) Theres about a 30% chance of it breaking. Only if you do it wrong.

2) If it breaks, just go to iTunes and restore your whole firmware. (make sure you back up your data)

3) If it is jailbroken, and has a problem, don't bring it to apple. Restore the firmware, if that doesn't work, then bring it to apple when it's restored.

@ABeeProduction You can't permently brake and iphone or ipod touch because restore with itunres is built into the hardware so even if you delete the entire root folder, you can still restore it.
