To be technical, aquarius is a signo f air and is ruled by the planet Uranus. I have no clue about the Mercury thing unless you want to think of it as Mercury being the knowledge-barer of the senshi. Aquarius is the sign of the knowledge-barer. Knowledge is represented by the water flowing downward to Earth.
