Some people think K is ketamine, a narcotic. Brian said he tried all the narcotics avaliable, so that can be true. Some think he describes his feelings from taking the drug in the song. Somewhere here there is a comment about how I understand the song. Also i heard once Brian dedicated this song to Julian K(a drug-addicted prostitute from an amazing book). But i never heard about any cement connected to this song. Sorry :)

It is about... something like... the feeling of your addiction to your boy\girl-friend, the addiction to the one you love, maybe to your lover and realizing of addiction is compared to drug addiction as it is stronger then you are without any doubt. if you can't help missing someone than that is fuckin worst feeling ever. and the song is pure genius...

It's subject to interpretation, but I'd assume since Placebo is known for their drug use, they used the effects of the drug Ketamine as a metaphor/to allude to being in love.  And yes, Ketamine is a dissociative drug primarily used by veterinarians for anesthesia for cats. Humans use it for the intoxicating effects.
