These western scientest need to realize that the land in Africa is needed for farming and industrialization, Elephants would only clash with growing human populations. I dont see Bears being conserved in the west, when they interact with humans they are killed.

The problem with most countries in Africa is a lack of health, developed infrastructure, Compitent government, and intelictual property.
