These are vernacular jazz steps. In the early 20th century, people would "borrow" tap steps from tap dancers. Many dancers would take these "jazz" steps and incorporate them into partner jazz dances like lindy hop as improvisational expressions.
I find it funny how this kind of dance with the hats and the sticks are done with jazz music, while the actuall jazz dance is done with other music. It confuses me.

Originally, 'real jazz dance' was done to jazz music, or percussive music, a lot of drums. Not to rock & roll or hip hop like it is today.:)
