The truth is probably somewhere in between. Obviously the surge had some effect on producing maintainable levels of security, however there were political movements already in the works that contributed to the relative lull in violence in Iraq these days. Either way, Obama believed the surge would actually increase violence, which didn't happen, so McCain wins the day on this one.
