Megaman is screaming about finishing what Protoman started (i.e. destroying that which keeps humanity enslaved); meanwhile the crowd is singing, almost tauntingly, about how Protoman couldn't save them. Megaman's last line is his realisation and condemnation of the conclusion the crowd reached at the end of Hope Rides Alone. Humanity was it's own worst enemy, and their deaths ended Megaman and Protoman's fight.

@Xellecon I was introduced to this band by a guy who is a huge Megaman fan. I have not played a Megaman game, as I despise platformers. To be honest I don't give a flying fuck about megaman, but this music is fantastic. The skill of the singer and the song composition in general is great.

This song kinda fucked up my past memories of Mega Man, even the ending credits to Mega Man 2 got screwed up by this: I now see Mega Man just walking away not from Wily's Castle after winning, but because he gave up on mankind.

Remember Dr. Light hints that the people can be saved *eventually*. It's too soon. They have to "learn to stand for themselves" first. I think the character of Megaman is just completely overwhelmed by bitterness. His brother, whom he had just killed, was right about THESE people.
The people are so co-dependant and have such a sense of entitlement, they were vile- "dead". They were willing slaves. They just wanted a more benevolent dictator.
But when proto was dead, megaman realised humankind was lost and so left it to die, while willys machines berserking started a massacre.... thats why the chorus of the human is we are the dead......
The story to me is sort of a cautionary tale- it's told from the perspective of a heroic character who wants to save the people, but realizes that they are unsavable because they want someone to do it for them, which is impossible.
If we don't stand for ourselves, no amount of effort on the part of any few 'heroes' can save us. We will just quickly fall back under tyrany. Each individual has to stand and fight for themselves and help the person next to them voluntarily.
And Wily isn't the one talking in this song, it's Megaman and Protoman. Protoman is the one who utters the phrase "...a hero is just a man who knows he is free."
Wily is just a brutal dictator. He believes people are weak and stupid and good for nothing other than being used and controlled to accomplish the "higher goals" of the more intelligent. He can't be bothered to try and educate others to bring them up to his level, 'they're too stupid for that.' He's an elitist.
Mega Man and Proto Man face off against each other. Mega Man tells his brother to fight for humanity, but Proto Man believes that they got what they deserved. Wily continues ranting about how Mankind will never be saved untill Mankind stands up for itself, and the crowd of Mega Man's followers continue cheering for Mega Man, telling him to kill Proto Man. In the end, Mega Man had to murder his own brother to get to Wily.
@Bwahaha9000 I don't want to be "this" guy, but iTunes rarely gives royalty to the bands. It would be a lot better to buy the CD from the site itself.
It may be different for The Protomen, but I know a few artists who've gotten screwed because of iTunes.

One thing that always stood out to me, at 1:37 I swear I can hear someone shout "STOP!" over the crowd.
