If you consider everyone on the table equally chance of winning, you get 100/8 =>12.5 % chance of winning. Or in other words: if you start with 300k in chips and need to get 1.8 million chips to win and consider every all in a 50/50 chance, since everybody has the same skills and luck, you end up needing 3 times to win a 50% chance = 12,5%.

He's playing this way for the particular structure of the tournament. Every player starts with 300k and the initial pot is 30 k. So they have an M of only 10. Since Gus has to win this sit to qualify for the next round he's pushing every hand, knowing that other players would not call his all-in because they don't really need to win this sit. I think that in this spot (ONLY IN THIS SPOT)it is a great strategy.
