So sad when people just rush by & not even have any reverence for something like this. Reminds me of being on the subway & seeing people ignore all those around them.
One thing I've noticed is how less and less Japanese people are actually interested in their own history and culture. These people just walk on by like the guy doesn't exist. Then again, many Gaijin are interested in it, and there are many Japanese who are interested in American or European culture. Guess we just get tired of our own cultures.
This perhaps traces to an old tradition. I have heard that monks used this basket to conceal their identity. This then gave the government an idea and have people to dress up as monks and play Shakuhachi and become spies for the government!
This tradition is old and complex itself. The flutes would be used to identify with each other. If the person played the song wrong, they would be killed as they are someone who is not of them. One such piece is shika no tone.
That is how people are all over the world now days. We live in a modern society that teaches us to live in a fast pace world. We're taught to always be in a hurry and get to where we need to go. So, seeing a komosou ( monk ) such as he, gives me some sanity and peace of mind. I should hope that there are a few people who could give their time to him and enjoy listening to this very peaceful and beautiful melody he is playing.

It was said they wear it to represent them of concealing their ego, I think wikipedia will have the answer.

@Diminished5 Also the wearing of the 'basket' head-gear symbolises the monk's detachment from the material world.
