The top section on this flight was only a "boilerplate" or weighted dummy stage, without engines or guidance. It was never intended to keep flying. The purpose of this flight was only to test the first stage. In future flights the second stage will have a liquid-fueled engine and continue flight to orbit.
This is the first time a big, dumb, relatively simple, relatively safe, relatively cheap, recoverable and reusable solid rocket booster (SRB) has ever been allowed to fly alone, rather than as an assist to a liquid fuel vehicle. The stability, control and guidance that were achieved on this flight surprised many "experts" and has proved that the next generation of heavy lift rockets (to take mankind back to the moon and on to the planets) can use this radical concept.
