It's a Hound Dog Taylor song called "Give me Back My Wig.

Well, if it is, he's playing it wrong. It's at the same tempo as Hound Dog's Give me Back My Wig, but quite a bit faster than Outlaw Blues. And, He plays the root for 4 bars before going to the IV, just like Hound Dog - whereas the beginning of Outlaw Blues stays on the root for a full 8 bars.

And, besides, Dylan took that riff from Hound Dog anyway. So, it's really a moot point. If he is intending it as a Dylan cover, he's covering a Dylan tune that was a rip-off of a Hound Dog Taylor tune.

I had never heard Hound Dog Taylor's song before and whether Dylan got his riff from that is irrelevant.
