Obama realized that just by visiting the hospital he was going to be accused of using the wounded troops as a political tool. So Obama had to make a decision. He knew he was going to get attacked for going to the hospital, and attacked for not going. So he chose not to go and call the troops instead because he didn't want the troops to be used as properganda.
McCain obviously has no problem exploiting the troops as you can see by his response to the situation.
