The same effect happens with gunpowder.Creepers DO drop it when they explode, but it is immediately blown up and disintegrated.

the other loot was destroyed by the other explosions. i think if you blow up an area with tnt and it drops blocks (or loot) then place another tnt and blow it up again the loot (from the 1st explosion) is destroyed, same as it would be if you threw it into fire or lava. yet the loot from the 2nd explosion would still be there
