just tried the direct URL 1:06, nothing. dove into the Windows\Globalization\MGT folder manually, only got as far as Globalization. I have Win7 set to show hidden files and folders, and tried it on 2 computers; one x32, one x64. nothing.

they are actually there because when you install windows, you select the language and the country you live in, these are just the themes associated with those locations

Windows 7 starter does not support themes at all, you have to upgrade.

Also you can only unlock certain themes in Windows 7 depending on your OS language.
